These are frozen. Flour them (add salt and pepper to the flour), or add a pinch of dry mustard or chilli pepper to the flour for devilled whitebait, then shallow- or deep-fry for a few minutes until they are crisp. Drain on kitchen paper and serve them with half a lemon and brown bread and butter. Add a small pot of mayonnaise sprinkled with a pinch of chilli pepper.
